No, random bugs can appear for other reasons, like you played too long in one session.

For this to be possible you'll need a landmark entity added to the haven to come in from a connected one in the ending map.
I tried that already but the game just crashed when haven was almost loaded up!

Then there probably was a name mismatch, both landmarks need to have the same name!

If you manage to do it. I will be interested in knowing how...

Would be interesting adding post-ending content in a future. In my mod I created a subway in the hollywood hub that takes you to promenade.
Could be possible create a subway-station-hub that connect all hubs and new hubs that only can be accessible in post-ending state... Creating a post-ending main plot...

All of this would be a considerable effort and community people must join to do it. (why not dream?)
But first, we must discovery how to keep playing after ending....

Well have you considered prosponing the credits instead? You could have it set you back in the Downtown hub and have the credits play later at a second ending.

Also what exactly do you want to happen after the game is finished? Which endings are you going to have allowing the player to continue the game? How much will the ending effect how things are after?
What i want is that game teleport me back to for example my apartments in Santa Monica after i killed La Croix(thus after the last quest), and i would be able to play the game, just like when i finished regular quest, and game continues!

25 Returned from Grout's mansion.
30 Spoke with Beckett at Museum.
