Attachments in PM don't work

About month ago attachments in personal messages block got broken - the file seems to be upload, but there's nothing in resulting message. Some people complained about unabling to make some public attachments too... What the hell with this site at all? The last time I reported about broken "Files" section on the main page; now this. I just can't make my new releases and updates because of all that things!

After moving all content to a new server and reinstalling all the software manually from fresh, I have managed to restore file upload/edit functionality on the legacy site. That seemed to be the only way forward, and I was then finally able to pinpoint it to a recent new default set in PHP during an automatic update: much more restrictive permissions for file editing. I have sent test attachments to and from a test account on this forum successfully (both in a PM and this test thread):

Please try yours again and let me know if you are successful or not. I apologise for this late update, I have had a lot of real life dilemmas to deal with :/
