Depends what you mean by Elysium.

Do they have common gathering places and events to help foster a sense of community? Absolutely.

Do they have rules that such places are violence- and Discipline-free areas? Not so much.

I would say the first fits the Sabbat better anyway. Do they have a name for it by any chance?

Not that I recall offhand. It'd probably be listed in the Guide to the Sabbat if it does.

Elysium had a special name because of the special rules attached. If you tell a visiting vampire "we're hosting a gala at the theatre next week. It's designated Elysium," then they'll have a pretty good idea of what's expected of them while they're there.
