Hopefully that title makes sense...

I'm curious about something... how are stats limits built in, and can they be edited?

For example (and this is just an example... I don't intend to actually do this): Tremere can't raise any physical attribute above 4. Let's say, hypothetically, I wanted to get rid of that limit, allowing my Tremere character to raise all physical attributes to the max. Or... a more extreme example... I want to increase my Nosferatu stats. How is it done?

I'm assuming it's possible since there are mods that introduce new clans, all with different stats limits. That suggests to me that it's not something that's hard-coded into the game.

Is it simply a matter of editing the traiteffects000.txt file, or is there more to it than that?

Traiteffects should do that, but any ingame description ("clan tremere cannot raise physical atributes up to 4" bla bla bla) are present into other files but I don't remember which....

The general limits for attributes, abilities and disciplines (including helptexts for the charsheet) are in stats.txt.
In feats.txt you can assign which attributes and abilities contribute to the feats. Here you can also edit the help texts for feats.
Starting disciplines for each clan are in clandoc000.txt
Everything else is in traiseffects.
