Allowing other clans to use disciplines in conversations

Does anyone know where the files handling dialogue disciplines are located? I want to give a few other clans the ability to use them as well, but the only way I've seen is to change all of the dialogue files to only use 1, instead of tiered, and I don't really want to do that.

It all depend on what exactly you want to do. Use of Dominate is limited to clan Ventrue, and only Dominate and Dementation have the particles for use in dialog preset. That is hardcoded.
What you can do is add a dialog line with the condition for any other discipline and level. This will display the dots, and the bloodloss. Print is red and it uses the Dementation font, but no discipline particles.
If you want to have particles, you have to embedd them on every map, and call them via python, like EntenSchreck has programmed it for the plus patch (Thaumaturgy for Tremere-Domination and Presence) The limitation to level one is not something the game enforces, it's a descision of Wesp for the plus patch to keep the edge on mind control for the Ventrue.

Out of curiosity, looking around, I found a post that you could change the order of the disciplines in stats, did wesp5 mean that it would work if you switch say presence and dominate, then any vampire with dominate would be able to use it in dialogue. Though there was mention that the graphics would not display correctly

I don't know what you mean by that. For using a discipline in dialogue just look how the UP does it with Presence...

I always thought Animalism should've gotten a dialogue option or two... at least, it should've the way it worked in tabletop. Not too many ways to work "ARRRRGH!! GIANT FLYING BLOOD-BATS ON A RAMPAGE!" into a conversation...

If you have obfuscate, you were able to use it during the phone call conversation in the clan quest mod. The one where you can release the missing nossie in the fu syndacite.

the phone call conversation and puzzle around the trash cans was one of the most creative and awesome mods to bloodlines!

wish more modders made stuff like that instead of gun reskin #271 or hot malkavian skin #1283.

guess i cant complain since I dont know how to mod though
