I have little trouble understanding the "background" of the quest so to speak. I played the game with a Toreador, maxed out presence and still couldn't save the poor guy. When I think about it, you can use presence to get what you want from people or supernaturals, but why I can't let Milligan live with it? Other than that, I played with the most "humane" clan that are supposed be master manipulators, so handling a situation like this shouldn't pose a problem. High persuasion (had 9) can't persuade the guy to do anything else than to run to his death.
Is this in accordance with some WoD rule that I am not aware of or is it simply a game mechanic?
Me: "I love lollipops!"

If you just tell him to run you will save him and get a Masquerade Violation. But while looking at this I noticed a changed line about his license and that the whole section looked incomplete without the item, so I created it!

Thx for the answer, though it is still disappointing that the clan of manipulators can't resolve this situation to everyone's benefit: seriously, how does it even work? Toreadors are supposed to be master controllers and to make such simple mind domination maneuvers should be child play.

Still, maybe this can be addressed in a new mod, simply to keep in character. ;)

Isn't this the definition of the Ventrue who indeed have the option to Dominate Milligan?

Of course, the Ventrue have the Dominate discipline (as well as Tremere), but I was referring to the wider concept. The Toreador mingle among people, understand them better and the like, thus puppeteering one of them shouldn't be a problem. In WoD they easily manipulate people through their charisma and presence; Toreadors are mostly the harpies in various cities regulating/creating/diminishing/ rumors and trends as well as manipulating lesser kindred and kine.

But this isn't the case in Bloodlines. I had to add Presence options to the dialogues with the patch to even reflect a little bit on this and there is only so much you can do in that direction without suitable voice-overs...

Hm, I can see how you can make him forget what happened with dominate or get him so mad that it doesn't matter wht he will say with dementation. But what short of these extreme measures can keep him quiet? Especially since there is still the matter of the missing team, so police will question him very thoroughly.

For that the game provides an Intimidation option, but why should this be different for Toreador?

I appreciate the already hard work, so I understand the limitations of the game. I value the already put effort into implementing presence in dialogue. ;)

This was something that maybe someone in the future can adjust. I find presence to be a more "personal" form of dominate: dominate is a one way highway, while presence can make the kine/kindred inspired by the user and subdue the person in question to the user's will. This will make the person under presence a whole lot "manageable".

Intimidation is not something that I would associate with the Toreador, but then again, exceptions do happen.
