Downtown is really bugged

There are strange men rolling along the floor, fat bald white guys standing in the T position on doors, people half submerged into the floor with white pupilless eyes... I mean, if it's trying to be creepy, job well done, but I have a feeling this is not intentional. I've made three new characters, reloaded and exited countless times, and did two fresh installs, and this problem persists.

Also can't finish the plaguebringer quests because Floor 5 isn't available on the elevator lol

Its the notorious VTMB engine bug. It happens when the game has been open in windows for lengthy periods of time. Exiting the game totally and restarting it gain fixes it for a few hours then you need to keep repeating the process every time it happens
